Huawei’s GSM-R Solution Receives TÜV Certification for Complying with Latest European Commission Railway Device Directives

[Berlin, Germany, September 25, 2014] Huawei today announced at InnoTrans 2014 that its GSM-R solution has received module subsystem D (SD) and module subsystem B (SB) certifications from Luxcontrol Nederland B.V., a TÜV Rheinland Notified Body Rail and international certification authority, for meeting the requirements of the latest 2012/88/EU, 2012/696/EU, and 2010/713/EU decisions. The module subsystem B certificate covers processes related to the entire product’s functionality and performance requirements such as environmental reliability, reliability, availability, maintainability, and safety (RAMS). The certification for module subsystem D focuses on production quality. Huawei is one of the first GSM-R manufacturers to meet the requirements of these European Union (EU) decisions.

Jens Wolff, Head of Certification Body of Luxcontrol Nederland B.V. provided Huawei with the certificates at InnoTrans and said, “The EC certificate is important for ensuring smooth and safe railway operations across borders and manufacturers.”

The EU released its latest railway device directive Decision 2012/88/EU in 2012 followed by the Decision 2012/696/EU as its supplement. Decision 2010/713/EU covers the detailed descriptions of the certification models selected for the assessment procedures including detailed information and process descriptions about module SB and SD. EU directives certification including 2012/88/EU, 2012/696/EU, and 2010/713/EU cover the European Union (EU)’s decisions and technical specifications for GSM-R. It covers production, design, functionality verification, environmental reliability tests, and RAMS. Receiving this certification is significant for Huawei as Decision 2012/88/EU stipulates that all railway devices adopted by EU members should meet the requirements of the above directives before implementation.

To receive the EC certification, all network devices used in Huawei’s GSM-R solution including the network sub-system (NSS), base station sub-system (BSS), operations sub-system (OSS) and power system were tested. All the network devices were certified for passing the stringent tests that lasted for more than one year. This result demonstrates that Huawei’s GSM-R 5.0 solution fully satisfies the requirements of the EU’s interoperability Directive 2008/57/EC, especially the requirements for the application of GSM-R stated in Decision 2012/88/EU.
