Huawei Promotes Standardization of Broadband Trunking for Public Protection and Disaster Relief Communications

Shanghai, China, June 25, 2013 - Huawei, a leading global information and communications technology (ICT) solutions provider, and a member of Working Party 5A (WP5A), a subordinate working group of the International Telecommunication Union (ITU) Radiocommunication Sector (ITU-R), joined hands with fellow members from the radiocommunication industry for a series of meetings in Geneva, Switzerland from May 19 to May 30, 2013 to help promote the standardization of broadband trunking.

ITU-R plays an essential role in the global management of radio-frequency spectrum and satellite orbits. Demands for these finite resources have increased exponentially due to the growth of a large number of services including fixed and mobile networks, broadcasting, amateur entertainment system, space exploration, and emergency telecommunications. WP5A, special working team of industry practitioners and experts created by the ITU-R, is responsible for the research of land mobile service above 30 MHz (excluding IMT), wireless access in the fixed service, amateur and amateur-satellite services.

As part of the WP5A, Huawei has joined the Public Protection and Disaster Relief communications (PPDR) team to take part in researches for the increasingly complex problems in public safety and disaster relief emergency communications. At the ITU-R WP 5A general meetings, governments and corporations have submitted papers on broadband PPDR and based these papers, PPDR members studied demands and technological development of broadband PPDR. After a series of in-depth studies, the PPDR team concluded that LTE will be the future for the evolution of broadband PPDR technologies and a group was set up for the drafting of the broadband PPDR standard. Huawei, a member of the standard drafting group, has been actively participating in various broadband PPDR meetings, joining dynamic discussions and sharing expertise on LTE with telecommunication equipment vendors and country delegates on topics related to broadband PPDR and LTE.

"By sharing our experience and expertise on spectrum occupancy, allocation and requirements, Huawei makes significant contributions to the development of professional broadband trunking standards for international PPDR and public safety in China," said Lin Qing, Vice President of Huawei Enterprise Wireless.

As of the first quarter of 2013, Huawei owns 2,137 essential patents in the area of wireless communications international standards. In light of the ETSI IPR Policy, Huawei has declared 865 essential patents in LTE/EPC, holder about 15% of all related essential patents in this domain. In the wireless communications field, Huawei has submitted approximately 20,009 proposals to international standard organizations such as 3GPP, 3GPP2, ITU-R, IETF, WiMAX Forum, IEEE and other key international standard organizations, with a 40% adoption rate among these proposals.

Huawei has been actively organizing and participating in the China Communications Standards Association (CCSA) to promote broadband trunking standards in China for inclusion into the ITU-R to establish an international standard. Huawei plays a key role in China’s PPDR organization and is a key member of the China Broadband Wireless Private Network Application Industry Alliance. Moving forward, Huawei will continue to play an important role in the promotion of standardization of China's broadband trunking.
