Huawei and Partners Develop ‘Smart Longgang’

Background

Longgang, a district of Shenzhen, China, is home to a large number of high-tech, advanced manufacturing, logistics, and financial firms. However, the district recently found itself at a critical juncture: It needed a way to improve social governance, city management, and the local ecology even as it encouraged the development of more industry.

Longgang urgently needed a ‘Smart City’ solution to build an intelligent urban infrastructure and maximize its own advantages. The solution needed to provide more convenient, efficient, and cost-effective public services to enable intelligent, sophisticated city management that could organize a livable environment while promoting the development of ‘smart’ industries.

Challenges

Longgang covers a wide area. It has many young people and a large transient population. Citizens are increasingly concerned about the population explosion, traffic congestion, and unbalanced educational resources. City managers were urged to address the following challenges:

  • Transform the city to people-oriented management
  • Employ modern technologies to enhance urban safety
  • Scientifically organize urban resources to relieve population stresses and promote equal access to basic public services among all urban districts
  • Capitalize on new ICT — the Internet of Things (IoT), Big Data, cloud computing, and mobile Internet, etc. — to optimize the location of industries and promote economic development

Solution

Longgang and Huawei created a strategic partnership to build a Smart City ecosystem. Huawei also called on its industry partners to provide comprehensive platforms and diversified smart applications.

‘Smart Longgang’ is a giant system based on a ‘Device + Network + Database + Image + Cloud’ architecture. It involves eleven key projects that gradually will enable intelligent infrastructure, efficient and collaborative government productivity, convenient public services, refined social management, livable urban environments, and high-end industry development. Smart Longgang also will build a solid foundation for information security on Huawei’s ICT infrastructure.

Building unified, basic databases to share information

A variety of basic databases was built by Longgang to facilitate public sharing of information. This horizontal integration of data resources eliminated the data silos of traditional vertical agencies, forming a ‘neural data network.’ The neural network constantly improves data quality and exploits the full benefits of data resources.

Establish a 2D, 3D, and live, spatio-temporal information-sharing platform

The Smart City solution provides a single platform that combines and shares 2D, 3D, and live spatio-temporal information with citizens. With this platform, many special applications have been developed as part of unified planning for new buildings, industries, and increased security supervision. Scholars note that tools created for ‘smart’ cities enable planners and citizens to make decisions that are more closely synchronized with their environment.

Successful pilot project

‘Smart’ applications were demonstrated in a pilot project involving seven government agencies and one trial street. During construction, the ‘one-window’ government service platform and cross-agency collaborative planning platform played vital roles in developing ‘smart’ applications.

Projects that benefit people and improve public service quality

The Smart City project integrates public services and provides citizens with custom information on social security, healthcare, education, transportation, utilities, and gas. Citizens also can use a unified account to enjoy customized services on their mobile phones. In addition, the project provides online services for enterprises.

Longgang has achieved great things in the fields of urban governance, efficient collaboration, and public services that benefit its population as a result of Huawei’s Smart City Solution:

  • Unified basic databases enable district-wide data aggregation and sharing, exploit the full benefits of data, and support scientific decision-making
  • The unified spatio-temporal information-sharing platform features full coverage and high precision that reinforce urban security
  • The one-window government service system integrated a variety of services from 30 agencies and restructured approval services, raising public satisfaction to 95 percent
  • The collaborative planning system combined data from more than 100 sources to enable unified planning
