Modular Data Center Helps Build Luzhou Cloud

Luzhou is located in China’s southeast Sichuan Province. As a pilot Smart City in China, Luzhou took the cloud computing and Big Data technologies as opportunities for breakthroughs in industry transformation. The government decided to build a Big Data industrial park for Sichuan province. The facilities would include a Big Data operation and service center, financial data disaster recovery center, and Big Data industry building. These facilities support applications such as healthcare, Smart City, precision agriculture, financial services, industrial Big Data, and liquor trading.
Luzhou needed to build an efficient, reliable, flexible, and easy-to-maintain data center to meet the requirements of the industrial park and prepare for the construction of Smart Cities.
The Luzhou government faced several challenges, beginning with limited construction and operational experience. The scale of the new data center was large and had to meet a wide range of service requirements. The city needed help from a vendor that had extensive construction experience in the data center field.
At the same time, the service rollout time was limited. China’s Spring Festival holiday would occur during this time, and the Luzhou government had financial reasons to want fast service rollout. Additionally, it was hoped that the new data center implementation could be coordinated with the cloud-based migration of municipal IT applications.
The local government also wanted to respond to China’s national call for conserving electric power. Luzhou City proposed to build an energy-saving data center with a PUE no higher than 1.5.
To meet Luzhou’s challenges, Huawei provided a modular data center solution. This solution included the cabinets and systems for power distribution, cooling, and management. Using this solution enabled Luzhou to meet requirements for fast deployment, high reliability, and energy savings.
The modular solution reduced deployment time by about half, compared with traditional methods. All the key parts were prefabricated and tested in factories.
The modular setup also allows for flexible capacity expansion. Huawei’s data center modules can be deployed on demand to support elastic growth of cloud computing and service requirements for the rapid development of the industrial park.
Designed from the ground up to be secure and reliable, the modular solution has a redundant system architecture, component-level security self-checks, and a Tier 3 international standard design. Reliability is enhanced with Huawei’s high-efficiency modular UPS, as well as redundant in-row air conditioners, and a dual-bus power configuration. Both power supply and cooling systems are highly reliable, and the overall PUE is less than or equal to 1.5.
To help minimize operating expenses, the modular data center solution integrates intelligent and efficient O&M. Huawei’s NetEco management platform enables system operators to visualize and manage data center resources. Cloud-based management and control greatly improves the operating efficiency of data centers, reducing O&M labor by 80% compared with traditional data centers. A mobile App enables operators to monitor the equipment room at anytime and anywhere, tracks each inspection process, and helps ensure stable device operation.
Huawei Sichuan Big Data Center
In phase 2 of the Luzhou industrial park build-out, the data center will reach 30,000 square meters of floor area and accommodate 3,000 cabinets. The data center provides seven security services and uses the international T3+ standard to connect to the networks of multiple carriers, including China Mobile, China Unicom, and China Telecom. The dual-redundant power supply system ensures supply up time of 99.999 percent.
This data center is the most advanced and highest-level cloud computing data center in Luzhou. The facility promotes the transformation of the industrial infrastructure and offers the opportunity for Luzhou city to become China’s southwest regional information center.
