[Barcelona, Spain, March 4, 2026] During MWC Barcelona 2026, Huawei and iSSTech Technology jointly launched the City Intelligent Agent Solution. Centered on converged intelligence, this solution deeply integrates cutting-edge technologies such as AI models and big data. It is designed to comprehensively elevate intelligence levels across critical domains, including city governance, city safety, and urban economic development.
Attending the launch ceremony were Yang Jian, President of Partner Development & Sales Department, Government Public Services Digitalization BU (hereinafter referred to as “GPSD”), Huawei; Wang Peng, Vice President of R&D at Huawei GPSD; Yang Xuqing, CTO of iSSTech; and Wang Xiaohu, Head of Overseas Business at iSSTech.

iSSTech and Huawei jointly launched the City Intelligent Agent Solution
Currently, global cities are accelerating their march toward the era of intelligence. The digital and intelligent transformation, driven by innovations in city governance and the smart leap of industries, has become the core direction of modern development. However, practical bottlenecks, such as weak infrastructure support systems and a lack of localized AI capabilities, still hinder the further advancement of the urban intelligence process.
Wang Peng, Vice President of R&D at Huawei GPSD, stated: "Building on our long-term engagement and profound expertise in urban intelligence, we jointly created the City Intelligent Agent Solution featuring data-AI convergence. We aim to reconstruct the core engine of future urban development through technological synergy."
The solution builds a "living organism" for the city through a five-layer architecture:
• The "intelligent sensing" layer strengthens the sensory terminals of the City Intelligent Agent, enabling bidirectional interaction across all urban scenarios and allowing the city to "hear and see."
• The "intelligent network" layer establishes a ubiquitous digital neural network, facilitating seamless connectivity and data fusion among people, places, events, and objects.
• The "intelligent brain" layer deeply integrates the core capabilities of AI and large models, forging a smart center and decision-making engine that drives efficient urban operations.
• The "intelligent agent" layer, rooted in the city's digital and intelligent foundation, nurtures specialized agents for thousands of industries, allowing industry-specific intelligence to grow naturally in various scenarios.
• The "super assistant" layer creates a minimalist and inclusive intelligent interaction portal, providing users with an immersive smart service experience and making intelligence truly accessible at their fingertips.
The City Intelligent Agent Solution not only delivers a generational leap in the "warmth" of smart city experiences but also empowers customers to build self-innovative and ever-evolving localized AI capabilities. By leveraging the power of data and AI, it drives the deep intelligent transformation of numerous industries, painting a new blueprint for future smart cities characterized by livability, efficient governance, and thriving business.
During the open speech session, Yang Xuqing, CTO of iSSTech, delivered a speech titled "AI Empowering Smart City Development." He systematically illustrated the "Urban Super App Portal," an agile feature built upon the City Intelligent Agent architecture and Huawei's ICT foundation. He highlighted three core application scenarios:
• Super app for city governance: Efficiently address challenges, such as flood control.
• Super app for economic development: Provide intelligent assistance for precise investment attraction and project management across the entire process, reducing the project cycle by 50%.
• Super app for public services: Reshape service handling models through conversational interaction, and provide seamless coverage from intelligent Q&A to intelligent form filling, making services as simple and convenient as chatting for enterprises and citizens.
Looking ahead, Huawei will continue to leverage its strengths in ICT infrastructure and intelligent foundations.
