CIGRE GCC and Huawei Release the fgOTN White Paper for Electric Power

[Kuwait City, Kuwait, November 10, 2025] At the 21st GCC - CIGRE International Conference and 31st Exhibition for Electrical Equipment - GCC POWER 2025, Huawei and CIGRE GCC jointly released the fgOTN White Paper for Electric Power (the "White Paper" for short) to advance the intelligent transformation of the electric power industry through technological innovation.

CIGRE is a global non-governmental organization dedicated to scientific research, standardization, and knowledge exchange in high-voltage transmission, power systems, and substations. As the representative of the Gulf Cooperation Council (GCC), CIGRE GCC organizes international conferences, exhibitions, and workshops to foster regional power technology exchange, industry collaboration, and knowledge sharing. GCC POWER 2025 is a key industry event in the region, highlighting cutting-edge technologies, equipment, and emerging trends.

Mohammed Yousuf Al Kubaisi, Secretary General CIGRE GCC, wrote a foreword for the White Paper. He stated that the GCC countries are at the forefront of energy and digital transformation. The power communication network, serving as the "nervous system" of this transition, already demonstrates distinct characteristics of regional integration and technological leadership, and is evolving towards a smarter, more reliable, and greener direction. However, facing future demands for massive data and diverse services, traditional communication networks are encountering challenges in reliability, carrying efficiency, and service isolation. The future development of the GCC national power communication network will closely revolve around "Integration" and "Intelligence". As communication networks evolve, the fine-grain Optical Transport Network (fgOTN) technology, which enhances the bearer capabilities of small-granularity production control services based on the widely deployed OTN technology, will be a key cornerstone for realizing the vision of "Integration" and "Intelligence". Looking ahead, by introducing next-generation communication technologies like fgOTN, the GCC countries' power communication networks will transcend mere "connectivity", evolving into an efficient, reliable, and intelligent comprehensive digital infrastructure.

The White Paper introduces the planning of power target networks based on the fgOTN architecture, serving as a reference for various power communication networks. This is not just a technological upgrade but a key strategy for driving the realization of GCC national "Visions 2030" and securing future energy and digital competitiveness. The implementation of this White Paper will effectively promote regional energy transformation, bolster the digital economy, and pave the way for a clean, efficient, and intelligent sustainable energy future.
