Jalisco, Pioneer in the Digital Transformation of Mexico
The State of Jalisco, one of the most populous and economically vibrant states in Mexico, has been planning to increase network access construction to promote economic development for many years.

In 2015, the right of access to information and knowledge through the use of information and communication technologies (ICT) was stablished in the Political Constitution of Jalisco.
According to the official analysis of the Red Jalisco program, the current problems of digital connectivity in Jalisco are:
1.- Only 5.4 million people have access to the Internet, i.e. 65% of the population.
2.- 1.4 million homes have access to this service.
3.- While 29.6% connect through public networks with no cost.
The following are considered the causes of these problems:
1.- The public internet offer is limited, slow and with very low capacity.
2.- It does not improve the delivery of government services.
3.- Public access and adoption of ICT is not easy.
RED Jalisco is the infrastructure development project that will allow to enable Internet coverage in the state and reduce the digital divide by the shared deployment of state public infrastructure to connect schools, health centers, cultural sites, public squares, tourist corridors and government buildings.
It will also allow to raise the competitiveness of the state through a digital agenda that aims to promote innovation across the territory, based on the formation of an inclusive, democratic and productive digital citizenship

To meet this requirement, Huawei uses DWDM technology successfully implemented by telecom operators. This feature maximizes the use of line bandwidth and implements access to multiple services.
✔ The NMS can program the services freely and configure the services flexibly, which significantly increases network flexibility.
✔ The MS-OTN function allows a new network to support OTN cross connections, VC cross connections and packet cross connections at the same time, meeting the requirements of all types of service and end-to-end management, achieving a true ASON network and a future-oriented network.
✔ FD and OD functions greatly simplify O&M costs, implement automatic commissioning and optimization, and ensure optimal network operation.
✔ Protection mechanisms are deployed in the electrical and optical layers to implement fast switching and zero service interruption.
These inherent attributes of DWDM can carry security data that are critical to railway operations.
The government of Jalisco wants the Jalisco Network to benefit 1,367,000 students and 60,000 teachers, improving the free internet infrastructure throughout the territory, raising the competitiveness of Jalisco and its regions, and narrowing the digital divide.
✔ It will be the first Digital State Public Network of its type in Mexico.
✔ More than 12,000 sites will be connected between Education, Health, Culture, Municipal and State Governments, Security and Public Sites.
✔ 58% of the sites will be schools.
✔ 43% of the sites benefited will be outside the metropolitan area of Guadalajara, attending the technological gap existing in the regions of the interior of the state.
✔ Coverage in the 125 municipalities of the state of Jalisco.
As the transmission basis of communication, the OTN network successfully solves the poor performance of the original network and ensures the bandwidth. The flexible service access mode makes the service worry-free. High use of equipment, efficient management systems, organization and maintenance, and simplified data processing are the advantages of the management of the Jalisco network operation.
