Using an industry-leading lakehouse big data architecture with integrated blockchain technology, the platform establishes a unified foundation for fiscal data across the entire province, achieving unified data storage, governance, and services. This platform effectively supports real-time monitoring of fiscal operations and end-to-end supervision of fiscal funds, laying a solid foundation for smart finance.

Huawei has experience helping partners strengthen big data governance, delivering scenario-specific solutions, and establishing a unified indicator library. This big data platform was therefore built to enable unified access to data from all budgeting organizations across the province, covering the complete fiscal data workflow from budget preparation and fund allocation to treasury payments. Through standardized data models, the platform eliminates long-standing issues such as system fragmentation and data silos. It also provides a robust governance framework where each data element has a single authoritative source while remaining cross-verifiable across systems.
The Guardians of Integrity: Innovative Fund Supervision
One of the most critical challenges in fiscal governance lies in monitoring funds once they leave the treasury. By innovatively combining big data analytics and blockchain technology, the platform addresses this challenge by completing the "last mile" of fiscal fund supervision. It sets warning rules by category, enabling real-time online supervision over the entire fund transfer process across all project participants. The potential risks it identifies include fund withholding, misappropriation, and illegal subcontracting, and warnings are issued immediately when the risks arise. By seamlessly integrating fund flows, business flows, and data flows, the platform ensures that fiscal funds throughout the province remain visible, manageable, and controllable, significantly strengthening the integrity and efficiency of fiscal governance.
A Technological Leap in Operational Efficiency
By optimizing the data middle platform architecture, the time required to generate reports has additionally been reduced from four hours to just fifteen minutes, a 15-fold increase in efficiency. The standardized fiscal indicator library further enables automated routine analysis, relieving staff from tedious, repetitive work like report compilation and data validation, and propelling the shift of fiscal work from transactional execution to strategic control.
Huawei plans to continue deepening its cooperation with the Guangdong Province's Department of Finance, and exploring the application of large AI models in scenarios like intelligent budgeting and fiscal risk prediction.
