Digital transformation, a key enabler for economic growth, has become one of the strongest driving forces for national development around the world. Many countries have developed their own digital transformation strategies and, meanwhile, integrated government digital transformation with their national development strategies. Worldwide, public services and governance are moving toward government digital transformation. As digital transformation gains momentum, both opportunities and challenges arise.

Digital Transformation Still Faces Challenges, with Digital Service Blind Spots to Be Addressed

In the public sector, digital transformation is advancing faster than ever, and reaching more fields. Deeply integrating digital technologies with society has become a global consensus. In the education sector, such technologies are used to provide richer learning resources for students and more diversified teaching methods for teachers, with the aim of improving education quality. In the healthcare sector, those technologies are used to digitally transform inpatient and outpatient processes, such as introducing online reservation and consultation to improve medical treatment experience. And in the government sector, online e-Gov. services are provided to improve the intelligence, efficiency, and overall standard of government services.

On our journey toward a digital world, however, the digital service network is yet to reach every public service and government office, let alone every resident. In particular, many residents in rural areas and remote communities are unable to fully enjoy the convenience brought by digital services, such as online education, telemedicine, and online government services. This limits the potential and sustainable development of society. Addressing these blind spots so that digital services are truly inclusive is a daunting challenge, yet one that must be overcome in order to further unleash the potential of digital services.

5S Converged e-Gov. Network, Laying a Foundation for Government Digital Transformation and Streamlining the "Last Mile" of Digital Services

The key to inclusive digital services is data connectivity, or a fully connected network. To provide digital network connections in a way that everyone can enjoy digital services equally, Huawei has developed the 5S Converged e-Gov. Network Solution. This solution is oriented to five major scenarios: data center, backbone network, campus network, inclusive connectivity, and network O&M. It provides all-scenario e-Gov. network connection services and a high-quality office experience, helping build a top-level ICT architecture featuring "one cloud, one network" and an inclusive e-Gov. service network.

• Super-high performance: data center

Computing power is the key to unleashing the potential of data elements. It is a new engine that drives the digital transformation of governments, helping them develop intelligent service capabilities. Huawei CloudEngine 16800 series switches have the highest 400G port density in the industry. They leverage the iLossless algorithm to achieve zero packet loss on the network, helping build data centers with super-high performance and ultra-high bandwidth to fully unleash computing power. They effectively support interaction between network-centric e-Gov. cloud services, massive e-Gov. data transmission, and service continuity assurance, improving the overall standard of government public services.

• Super-long-haul transmission: backbone network

The backbone network plays a pivotal role in bridging networks in different regions. However, the traditional backbone network architecture is prone to link congestion and poor data transmission, and therefore cannot meet the requirements of ICT-based development in different regions. To address this issue, Huawei has developed a national backbone network architecture with a super-long transmission distance of 5,000 km and ultra-large bandwidth of 400 Gbps for better data connectivity. This architecture meets the differentiated requirements of diverse services through FlexE slicing, and facilitates intensive network construction by carrying all services over one network. It can intelligently steer traffic using SRv6, improving link utilization while also resolving the packet congestion and out-of-order issues faced by traditional networks.

• Super-high quality: campus network

As governments, schools, and hospitals raise their standards on campus construction, services become increasingly more complex. Networks are the key infrastructure for carrying campus services, and as such urgently need to be upgraded. Huawei provides a high-quality 10 Gbps CloudCampus solution, which consists of Wi-Fi 7 APs with rates of up to 18.67 Gbps for wireless access and 10 Gbps-to-desktop for wired access. These APs can intelligently identify applications to preferentially guarantee audio and video services and steer multimedia traffic accordingly. This solution provides full Wi-Fi signal coverage in high-density venues, such as government service halls and stadiums, improving citizen satisfaction.

• Super-wide inclusive connectivity: network access

Although governments realize the importance of building grassroots-level network connections, they are reluctant to do so because it involves heavy investment, difficult construction, and low return on investment (ROI). To expand network coverage in grassroots-level offices, remote areas, and rural areas, Huawei builds scenario-specific last-mile access solutions for remote village, island, and public Wi-Fi scenarios by combining IP, optical, and wireless technologies. This facilitates fast and cost-effective network deployment and comprehensive national network coverage, and ultimately extends network access equally to everyone.

• Super-intelligent O&M: network management

With the growth of services and expansion of government networks, network O&M becomes increasingly complex. Traditional network management lacks visibility into the overall network status, resulting in low O&M efficiency. With intent-driven capabilities and intelligent analysis technology, Huawei builds the industry's first L4 autonomous driving network (ADN). With visibility into the network, application, and user layers provided by Network Digital Map, network faults can be detected within 1 minute, located within 3 minutes, and rectified within 5 minutes. This enables zero-wait-time and zero-touch ultra-intelligent O&M network-wide, guaranteeing service availability and stability.

In the future, digital infrastructure construction will move toward inclusive sharing and equal accessibility. Information accessibility will be strengthened to further improve user experience and promote social equity. Huawei's 5S Converged e-Gov. Network Solution lays a solid foundation for government digital transformation. It leverages digital technologies to match government services with public requirements, helping improve the intelligence and efficiency of government services, promote the inclusive development of digital public services, and allow more people to benefit from digital development.
