[Barcelona, Spain, March 4, 2025] At the MWC Barcelona 2025, Huawei teamed up with Linewell Software Group (hereinafter "Linewell Software") and iFLYTEK Co., Ltd. (hereinafter "iFLYTEK") to launch Smart Public Services Solution based on an open-source large model. This solution aims to reshape the public service experience through AI and scenario-based services, transitioning public services from "easy to handling" to "intelligent handling." It assists government institutions in achieving smart upgrades, enabling "data running more and citizens running less."
Huawei and Partners Launched Smart Public Services Solution
In the process of worldwide digital and intelligent transformation, governments will face various problems with the services they provide, including long and complex processes, inefficient cross-department collaboration, and uneven resource allocation. Huawei and partners integrate digital twins, AI models, and cloud-edge-device synergy to build a one-stop system that covers both online and offline services that are people-oriented.
Ice Wang, President of MKT & Solution Sales Dept, Huawei Government Public Services Digitalization BU, said, " The core of smart governance is to bring technology back to the essence of service. Huawei leverages its open digital platform capabilities and collaborates with partners to integrate China's proven "One-Stop Public Services" experience with localized needs. This supports government services across various stages of informatization, digitization, and intelligentization, enabling a shift from “easy processing” to “smart processing.” It provides countries with a replicable intelligent transformation path for building advanced public services.
During the Opening Speech, Ding Jing, Assistant President of Huawei's partner Linewell software, delivered a keynote speech titled Creating People–Oriented Innovative Public Services, where he talked about achievements made so far. He stated that AI-driven government services have evolved from enhanced functions to heightened experiences. In a district of Beijing, thanks to a smart service hall, residents only need to go to one place to handle services, and the handling time is reduced from 2–3 days to one day, with a 92.77% satisfaction rate. Country A uses a Super App to integrate 40 service items, shortening the handling duration by 32.21% and bringing satisfaction up to 85%. In Fujian province, 91.2% of services only require data collection once, and as a result, the enterprise registration process now only takes one day instead of five." These cases prove that AI-enabled government services not only improve efficiency, but also reshape experiences for the general public," he said.
During the event, Yu Jidong, Senior Vice President of iFLYTEK, stated that, as a strategic partner of Huawei, iFLYTEK is eager to deepen global cooperation. By leveraging AI technology, iFLYTEK aims to build bridges for cross-cultural collaboration, drive the reengineering of governance processes, and transform the outcomes of digital transformation into tangible improvements in the efficiency of government services worldwide.
During MWC 2025, Huawei and Linewell software fully utilized the interactive sandbox, real-time statistics screen, and the scenario-based demo in the exhibition area for 3D modeling. 3D modeling was utilized to demonstrate the semantic understanding and automated processing capabilities of the government service model powered by Huawei Cloud AI. This included applications in scenarios such as policy interpretation, intelligent form filling, instant processing, and automated approvals.
Currently, Huawei's Public Services Solution has been deployed in over 50 countries, facilitating digital and intelligent upgrade of public services across more than 300 cities. In the future, Huawei will continue to work with ecosystem partners to further drive the convergence of AI and government services, deepen innovation, and promote the continuous evolution from efficient governance to optimal experience.
