Establish a Smart Transportation Base Using All-Optical Networks

There is a well-known saying in Chinese: If you want to be wealthy, first build roads. Road construction plays a pivotal role in urban development, and China is accelerating its efforts to enhance its national transportation infrastructure.

Over the years, the construction of highways has become indispensable for the economic growth of Heilongjiang Province. The completion of major projects, such as the Harbin-Zhaoyuan highway and Suihua-Daqing highway, marks significant progress, contributing to the revitalization of the local economy and the realization of key strategic goals.

Funded by the Heilongjiang provincial government, Heilongjiang Transportation Investment Group Co., Ltd. (Longjiang Transportation Investment for short) was founded on January 18, 2019 as a state-owned enterprise. It stands as one of the largest enterprise groups among provincial state-owned enterprises, boasting the highest asset scale and the broadest range of business in its industry in China. In terms of highway investment, construction, management, and operations, Longjiang Transportation Investment manages a total railway operating mileage of 4,466 km, including 3,768 km of highways and 698 km of first-class highways. Its subsidiary companies have received numerous national and provincial awards, such as the China Construction & Engineering Luban Awards and Tien-yow Jeme Civil Engineering Prize. Guided by its goal of strengthening the nation's transportation infrastructure, Longjiang Transportation Investment continually accelerates its digital development to stay in line with current industry trends.

Networks Are Crucial to Smart Transportation Construction

In recent years, the highway network of Heilongjiang Province has seen continuous improvements to connect the region to the south. This involves the construction of six inter-provincial highways that link Heilongjiang with Jilin, Inner Mongolia, and national class-1 ports like Suifenhe, Tongjiang, and Heihe. A development plan proposed by Heilongjiang Province calls for the upgrade and reconstruction of national highways to promote interconnectivity and improve the efficiency of highway networks. In addition, it emphasizes the need for digital transformation and the intelligent upgrade of transportation infrastructure to create smart highways, waterways, and hubs. This includes constructing infrastructure to support technologies like vehicle-to-everything (V2X), enriching V2X application scenarios, constructing an intelligent application system, and building a digital travel assistant and an E2E digital logistics system.

Network bearing plays a crucial role in the digital and intelligent transformation of transportation networks. To meet the increasing demands of higher highway mileage and smart applications in the future, network construction requires not only an advanced technical architecture (future-proof for the next decade), but also the continuous improvement of network bearing capacity. Considering the incorporation of existing SDH toll collection networks that have reached EOX, Longjiang Transportation Investment must first upgrade its networks as part of its digital transformation efforts to enable smart and convenient network O&M, with the aim to facilitate the construction of smart transportation using efficient and simplified networks.

Simplified, Converged, and Efficient Bearing: Optical Network Base Creates a Blueprint for Smart Transportation

To address the evolving network and service requirements of Longjiang Transportation Investment, Huawei leverages the packet-enhanced OTN (MS-OTN for short) multi-service integrated bearing platform to enable the unified access of key services, such as PCM, SDH, OTN, and PKT. In addition, TDM and WDM technologies have been adopted to ensure physical isolation between services, creating a future-oriented network that offers high security, high bandwidth, and intelligent O&M.

• One-time investment, high output

Highway construction requires substantial investment and typically sees slow ROI, which necessitates cautious and efficient investment strategies. Huawei's MS-OTN is compatible with all of the transmission systems in the industry, including SDH, PKT, and OTN. Only one-time investment is required for all three networks, reducing required investment by 60%. This all-optical network solution features low investment costs and high output, helping Longjiang Transportation Investment build a unified optical bearing platform that covers the provincial backbone network and the access layer of road sections.

• One-time network construction, future-proof for the next decade

Smart highways, driven by applications such as cloud, big data, and IoT, have improved transportation efficiency and the public transport experience. However, the increasing number of smart functions and network requirements over the years necessitates road networks capable of continuous evolution and upgrades. Huawei's all-optical network can adapt to rapid service development by satisfying the requirements of networking and backhaul for video cloud, as well as enabling V2X and autonomous driving for future service development. It is a network solution with a long lifecycle (MS-OTN technology system will not be out of date in the next 10 years). On top of that, toll collection networks and monitoring networks can be constructed in a unified manner, laying a solid foundation for the migration of existing SDH toll collection networks that have reached EOX.

• Smart O&M, highly secure and reliable

Huawei's continuous technical exploration and comprehensive service system ensure the high stability, reliability, and network security of MS-OTN devices. The NCE supports digital O&M throughout the device lifecycle, as well as a visualized latency map that enables manageable, controllable, and visualized E2E latency. In addition to optimizing network performance, smart O&M also means simplified O&M.

Huawei has been committed to the highway sector for over 20 years, constructing a national highway backbone network that spans all provinces in China. Its optical transport networks have been widely used in the 155,000 km national highway network. Beyond basic communication infrastructure, Huawei's full-stack digital energy solution plays an important role in the informatization development of data centers in more than 20 provincial transportation bureaus across the country.

In the future, Longjiang Transportation Investment will leverage its leading role and advantages in resource integration to expand the market of enterprise digital transformation, and develop a group-based digital collaboration model centered on digital governance. Huawei will collaborate with more partners to help Heilongjiang highways make breakthroughs in new fields, directions, and technologies, setting a benchmark for the digital transformation of smart transportation and thereby contributing to the construction of a modern and high-quality national comprehensive transportation network.
