Public-Safety Answering Point Solution

The Public Safety Answering Point (PSAP) Solution provides emergency assistance to the public. In case of emergency, citizens can dial the emergency service number to seek help from the PSAP. All incidents reported to the PSAP are handled and closed following an entire process, ensuring citizens’ safety, rights, and interests.

  • Incident reception

Citizens can seek full-process incident handling assistance by dialing the unified emergency service number provided by the PSAP. The PSAP takes measures such as precision locating using the Location Based Service (LBS) or Advanced Mobile Location (AML), filtering out invalid calls, and priority-based Service Level Agreement (SLA) compliance to improve the service level, incident reception and handling efficiency, and call connection rate. In addition to voice-based assistance seeking, the solution also allows users to report incidents through various channels based on advanced technologies. For example, people with hearing and speaking difficulties can report incidents through SMS messages, apps, and VoLTE. The one-button incident reporting function (Panic Button) is available in certain places or for special groups. The solution also incorporates alarms generated by smoke sensors and access control systems.

  • Incident handling

The PSAP provides the only integrated visualized consultation solution in the industry. It implements on-demand visualized consultation capabilities by integrating various communication systems such as the Computer-Assisted Dispatch (CAD), video surveillance, broadband trunking, IP phone, and conference system, providing means for onsite personnel, supervisors, experts, and dispatchers to communicate visually and make decisions more efficiently. For critical incidents, Huawei PSAP helps joint handling between multiple sectors by connecting to various communication systems such as narrowband trunking, broadband trunking, Public Switched Telephone Network (PSTN), Voice over Internet Protocol (VoIP) phones, mobile phones, and conference systems. Dispatchers can respond to incidents received from these different communication systems using the same terminal, significantly improving dispatchers’ communication efficiency.
