Huawei and China Construction Bank Jointly Release AI DC White Paper 2026

Shanghai, China

[Shanghai, China, September 17, 2026] During HUAWEI CONNECT 2026, Huawei held an AI DC Innovation Summit. At the summit, Huawei and China Construction Bank (CCB) released the AI DC White Paper 2026 (an adapted version from the original edition). Huawei co-authored this white paper with industry customers and partners while drawing on its extensive experience and expertise in AI infrastructure construction, aiming to provide a systematic reference guide for AI data center (DC) planners, builders, and operators. Michael Ma, Vice President of Huawei and President of ICT Product Portfolio Mgmt & Solution; Jin Liang, Deputy General Manager of CCB's FinTech Dept; Chang Dongdong, Deputy Director of the Operations Data Center, China Construction Bank; and Wang Meijun, General Manager of the Finance Marketing & Solution Sales Dept at Huawei attended the release ceremony.

As agents are increasingly integrated into core business processes across industries, large models are approaching a new State-of-the-Art (SOTA) threshold of 10 trillion parameters, and ultra-long contexts and day-level long-horizon tasks become key directions for evolution. This shift is driving a fundamental transformation in DCs—from infrastructure that supports compute and data into efficient factories for intelligence production. In response to these trends, the white paper systematically introduces a new AI DC model centered on "3T" and 3P."

For AI DC planning and construction, the white paper focuses on the "3T"—AgenT, Token, and WatT. This emphasizes building agent-centric applications and ecosystems based on the Agent-Knowledge-Data-Model (AKDM) framework, integrating AI into core production scenarios. It also highlights the development of token-centric AI infrastructure through systemic technological innovations such as SuperPoDs and hierarchical KV caches to enhance token production capacity and efficiency. Furthermore, it employs the optimal alignment of energy, space, and compute to reconstruct watt-centric AI facilities, using deterministic engineering design to address uncertainties brought by AI workload changes.

For AI DC operations and assurance, the white paper emphasizes the "3P"—Production, Provisioning, and Protection, establishing a closed loop of intelligent production and operations, from demand forecasting, capability planning, resource organization, and token production to value presentation and evaluation. Additionally, it highlights the development of an agentic autonomous O&M system, and the construction of proactive defense through zero trust and "AI against AI."

The white paper also shares successful AI DC practices from Huawei Cloud's 3D DC in Wuhu and industries such as banking and healthcare, offering enterprises a systematic reference for building and operating AI DCs.
