Advancing Angola's national strategy to strengthen maritime capabilities and accelerating the digital and intelligent transformation of hub ports are critical to driving economic and trade integration in the region. As the country's largest integrated transport hub management and supervision agency, the Port of Luanda E.P. oversees customs clearance, coordinates land and water transportation, and supervises comprehensive security for over 80% of the country's imports and exports.
However, with cargo throughput steadily rising and multiple terminal operators working side by side, conventional port supervision faced mounting challenges. Manual security patrols resulted in monitoring blind spots along the extensive shoreline and scattered yards, making it difficult to accurately detect perimeter intrusions and risks. Limited wireless communications across the port hindered mobile law enforcement and emergency command and coordination. Additionally, fragmented data on vehicle and vessel traffic as well as situational awareness held back the port authority's ability to exercise comprehensive control and oversight.
In response, the Port of Luanda E.P. partnered with Huawei to build a unified foundation and an integrated architecture for the smart supervision of port operations. Using next-generation ICTs like Huawei's broadband wireless private network, big data, and AI, they have established a comprehensive governance system that integrates sensing, connectivity, security, and intelligence.
• Multidimensional intelligent perimeter security system: The system combines intelligent optical fiber vibration sensors with smart video linkage algorithms to establish a round-the-clock, all-weather defensive barrier along the land perimeter. By filtering environmental false alarms like wind and rain, it pinpoints intrusions in milliseconds with instant verification, shifting security from passive, post-event response to proactive prevention.
• All-domain ultra-HD system: This intelligent video sensing system delivers crystal-clear monitoring across the terminal shoreline, main gates, roads, and key public areas. Powered by intelligent visual analysis algorithms, it proactively detects unauthorized intrusions, gatherings, and traffic congestion, dramatically sharpening the port authority's overall situational awareness and accelerating its emergency responses.
• Enterprise-level eLTE broadband wireless private network: Built to withstand severe metal container blockages and complex electromagnetic interference, the network delivers seamless, deep coverage spanning the entire port area. It provides high-bandwidth, low-latency mobile audio and video backhaul alongside command and dispatch channels for port operation patrols, maritime law enforcement, and emergency handling, ensuring that supervision instructions are delivered in seconds.
Digital transformation will deliver tangible supervisory and operational benefits: once the project officially goes live, the intelligent perimeter security system and video linkage algorithms are expected to transform anomaly intrusion alarm handling from manual patrols to automatic responses within seconds, greatly enhancing security operational and coordination efficiency. Additionally, the enterprise-level eLTE private network is designed to ensure law enforcement and supervision instructions reach relevant departments instantly, further enabling swift collaboration during emergencies, while panoramic HD visualization across all key areas and public routes is projected to significantly multiply the efficiency of risk assessments and traffic flow management, ultimately elevating the port's overall security and customs clearance coordination performance to new heights.
Looking ahead, the Port of Luanda E.P. and Huawei will remain committed to advancing AI innovation and intelligent supervision in ports. Centered on the port's Intelligent Operation Center (IOC), they will deepen collaboration across core scenarios like intelligent scheduling planning, intelligent employee assistants, multidimensional intelligent security, and efficient smart gates. By employing cutting-edge AI for ports, they aim to drive the modernization of public governance and achieve a huge advancement in operational throughput, setting a new standard for digital and intelligent transformation in hub ports across Africa and worldwide.
