As one of Ethiopia's two state-owned power companies, EEU has long safeguarded the nation's power distribution and electricity services. Its contact center serves as a vital bridge connecting millions of users.
With the number of social media users in Addis Ababa surpassing 2 million and heading toward 2.5 million, the way citizens access public services is undergoing profound change. Digital platforms such as WhatsApp and Facebook have become primary gateways for accessing public services, and younger generations increasingly lean towards text- and image-based interactions for making inquiries and reporting faults. EEU's existing customer service system remains, however, largely voice-centric, leaving considerable room for improvement in channel integration and intelligent service capabilities. The company is in urgent need of a next-generation contact center solution capable of meeting the demands of the digital era.
"What we need is not merely a system upgrade, but a full-scale evolution of our service capabilities," as underlined by the EEU management at the launch of the project.
Drawing on a thorough understanding of EEU's business scenarios and digital transformation objectives, Huawei deployed its AICC (Artificial Intelligence Contact Center) solution for EEU, adopting an "on-premises (OP) deployment + geo-redundant dual-active" architecture. This was far more than a simple system replacement—it represented a full-stack upgrade spanning channels, intelligence, architecture, and services.
The most transformative aspect of the new system lies in breaking the limitations of voice-only services. While maintaining EEU's existing hotline capabilities, Huawei AICC introduced digital channels including WhatsApp and web-based services, enabling omnichannel integration in a real sense.
More importantly, the platform boasts strong cross-channel collaboration capabilities. When all voice agents are occupied, the system automatically pushes WhatsApp diversion links to users. This feature is particularly valuable for EEU: given Ethiopia's urbanization patterns and its large rural population, digital channels provide users in remote areas with equal and convenient access to services, free from geographical or communication constraints. An intelligent routing engine, on the other hand, adds to the precision of services. By taking into account such factors as inquiry type, urgency, and service records, the system automatically assigns requests to the most suitable agents, thereby eliminating repeated transfers caused by random allocations and making each connection more efficient.
Huawei AICC's capabilities span the entire service journey, equipping EEU's customer service team with a "digital brain".
The platform enables unified access, monitoring, queuing, and routing across all media channels, maximizing agent efficiency while cutting user waiting time. It also supports coordinated multi-media interaction by allowing agents and users to engage simultaneously via digital, voice, and video channels in an integrated manner, elevating user experience.
In addition, the solution has reserved intelligent outbound calling capabilities. EEU will be able to leverage AI-powered bots for scenarios such as bill payment reminders, outage notifications, and customer satisfaction follow-ups in the future. By making outbound calls to targeted users at appropriate times, the system can free up valuable human agent resources. It is estimated that customer service operating costs will be reduced by approximately 20% within the next three years.
Power utility customer service is a typical operational service, where system reliability directly impacts the continuity of essential public services. In response to this, Huawei designed the geo-redundant dual-active (A-A) architecture for EEU, enabling two sites to function as backups for each other in real time. In the event of a single-site failure, services can switch within seconds with virtually no disruption to users.
Supported by a next-generation hardware platform and a software subscription model, EEU is freed from maintenance concerns caused when equipment reaches the end of support (EOS). The system is designed for continuous evolution, ensuring that over the next five years, EEU will not face risks related to spare-part shortages or technological stagnation. This provides a secure digital foundation for the company's long-term development.
Huawei has deployed a dedicated original vendor service team in Ethiopia for 24/7 local support. Unlike traditional service models that rely on remote email communications or third-party outsourcing, Huawei's local engineers can arrive on site within two hours to resolve issues, dramatically shortening the time for service restoration. This locally based, hands-on service model remains particularly rare in the African market and has become a critical factor in ensuring the long-term stability of the system.
Since the launch of Huawei AICC, EEU's customer service capabilities have achieved a qualitative leap forward.
In terms of user experience, omnichannel integration offers citizens more options. Users who prefer traditional phone calls can continue to use the hotline, while those favoring digital interactions can get quick responses via WhatsApp. The improvement in First Call Resolution (FCR) means that customer issues are increasingly resolved during the very first interaction, thus lowering the costs arising from repeated communication. As one Addis Ababa-based resident noted: "In the past, it was very difficult to get through during a power outage. Now I can send a WhatsApp message and receive a reply within minutes."
On the operations side, management now benefits from a unified data dashboard that, for the first time, provides a nationwide view of customer service operations, which enables more data-driven decision-making.
On the cost side, the software subscription model has reduced the unpredictability of long-term operations and maintenance, while the introduction of intelligent outbound calling is expected to further lower labor costs associated with manual outbound calling. Over the next three years, EEU is well positioned to achieve a structural decrease in customer service operating costs while continuing to maintain service quality.
In 2025, Huawei AICC officially went live at EEU. By 2026, smart power services built on Huawei's AICC will see accelerated upgrading. When a power outage occurs, residents can now report issues instantly through WhatsApp. The Huawei AICC platform responds within moments by intelligently connecting users to online agents, rapidly verifying meter readings, and providing real-time restoration updates—using intelligent technology to deliver seamless power services and break down traditional service barriers.
Behind this single phone call lies the real-time coordination of two geo-redundant data centers and the localized adaptation of an intelligent engine.
At its most fundamental level, the value of this solution is simple: ensuring that 5.2 million people in Africa know that when darkness falls, their worries are heard, and someone is there to respond.
At present, the solution covers only Addis Ababa, Ethiopia's capital city, with plans underway to integrate customer service operations nationwide in subsequent phases. Leveraging Huawei AICC's powerful scalability, the platform can easily expand capacity to support unified service management across the entire country.
