Sri Lanka Customs will continue to deepen its cooperation with Huawei, building on the converged network platform to support further digitalization of customs services, strengthen trade facilitation, and contribute to the growth of the national economy.

Sri Lanka Customs is the national authority responsible for border control, revenue collection, trade facilitation, and the enforcement of customs law across the country. Its operations extend from the headquarters in Colombo to regional offices, seaports, and airports, all of which depend on continuous access to centralized customs systems for declaration processing, cargo clearance, and inspection. To support the continued expansion of digital customs services, Sri Lanka Customs planned to modernize its nationwide network into a single, centrally managed environment. Huawei provided a complete LAN-WAN converged solution comprising an SD-WAN wide area network, a full-fledged campus network at headquarters, simplified LAN infrastructure at branch sites, and unified management through iMaster NCE-Campus.

Challenges

Sri Lanka Customs faced four core challenges. First, no centralized management, where the absence of a unified controller and analyzer limited network visibility, monitoring, and management efficiency across branches distributed throughout the country. Second, limited reliability and scalability, where the lack of intelligent traffic steering meant application performance and service quality could not be optimized consistently across multiple locations. Third, complex operations and maintenance, where manual configuration, fault diagnosis, and site deployment required considerable effort and specialized expertise, slowing the rollout of new sites and the resolution of network incidents. Finally, high network operating costs, where dependence on costly leased links increased wide area network expenditure and reduced overall cost efficiency.

With digital customs services continuing to expand and trade volumes growing across ports and airports, Sri Lanka Customs needed a modern network solution capable of supporting future service growth — not only resolving current management and cost issues, but also laying a solid foundation for further digital transformation of national customs operations.

Solution

Huawei provided the LAN-WAN Converged SD-WAN Solution tailored to Sri Lanka Customs' specific requirements, including AR series SD-WAN gateways at headquarters and branch sites, CloudEngine campus switches, AirEngine Wi-Fi 7 access points, and the iMaster NCE-Campus unified management platform.

Conventional wide area networks rely on a single transport type, with every site configured device by device and faults located manually. Branch sites operate as independent islands, each requiring an on-site engineer for commissioning and troubleshooting, and campus and wide area networks are managed by separate tools and separate teams. This model is slow to scale, expensive to operate, and offers little end-to-end visibility of service quality.
