The People’s Bank of China (PBC) is China’s central bank. It formulates and implements monetary policy, regulates financial markets, prevents and mitigates financial risks, and maintains financial stability. PBC has more than 30 branches connected by an L1 backbone network that supports many business-critical systems.
Due to its direct impact on China’s financial security, PBC’s network must be highly reliable and secure. In addition, PBC’s business is growing by adding new services, such as voice communications, remote video conferencing, and collaborative office applications, so they needed a high performance, scalable network optimized to address several challenges.
The original network was vulnerable to Single Points of Failure (SPOF), because it used a single-link, single-device architecture without redundancy protection.
Due to inadequate security and monitoring, equipment running the original network failed to cope with ever-changing types of attacks.
The capacity and performance of the original network did not fully support growing business needs without improvements and upgrades.
Huawei offered PBC a highly customized solution to solve existing issues and cover requirements for the next 5 to 10 years. It is a “dual-panel + heterogeneous support” architecture that ensures, high reliability, comprehensive security, and high scalability.
Huawei devices and original devices from other vendors back each other up at the same node, forming a heterogeneous architecture. The architecture minimizes the impact of faults regardless of the device-maker and improves network reliability.
Huawei also used comprehensive equipment- and link-level reliability technologies. For example, reliable equipment design and redundancy backup for key hardware components ensures equipment-level reliability, while Bi-directional Forwarding Detection (BFD) and Fast Re-Route (FRR) maintain link-level reliability with end-to-end 200 ms protection switching.
The financial industry has strong security requirements for services, applications, systems, and networks. PBC’s old equipment was inadequate, creating high security risks for the backbone network.
To keep the network safer, Huawei’s equipment incorporates Symantec security and uses an anti-attack architecture with these features:

A NetStream board at each core node helps keep track of key services. It monitors and analyzes traffic and generates real-time reports for each type of service stream.
Large financial institutions usually have many branches and the number constantly increases with business growth. The growth taxes bandwidth and the architecture. To accommodate the growth, Huawei designed a modular, scalable architecture.
At the heart, are Huawei’s flagship NetEngine (NE40E0) Universal Service Routers. They use a 40 Gbit/s platform upgradeable to 400 Gbit/s to increase future system scalability. Plus, all service boards support different sub boards for flexibility and to protect previous equipment investments. The Huawei network is easier to deploy and maintain.
