Voice from CIO Why Haarlemmermeer Municipal Government Picked Huawei Agile Government Campus Network Solution


Haarlemmermeer, a city in North Holland, is home to Schiphol International Airport, the Netherlands’ principal civilian airport. Haarlemmermeer’s land was reclaimed from a large lake in the 19th century and, at first, was known for its farming, greenhouse gardening, and manufacturing. Today, large industrial and office developments are prominent.

Haarlemmermeer is a robust city that is undergoing major economic development. However, in 2015, the lease expired for the municipal government’s legacy network devices.


Ironically, the legacy network no longer was able to keep up with bandwidth requirements for the city government or provide a flexible communications system. Challenges for a new network included:

  • Increasing network bandwidth from 1 Gbit/s to 10 Gbit/s to accommodate a growing number of cloud applications and Voice over IP (VoIP) services
  • Upgrading the network to improve surveillance, early warning, and emergency handling capabilities
  • Constructing a new wireless network to improve social administration and public services
  • Building a future-proof network that was highly efficient, reliable, and secure
  • Installing new, energy-efficient network devices to provide automatic management and easy O&M capabilities
  • Meeting strict standards on stability, speed, security, and flexibility

The municipal government campus includes an office building and four government branch offices, but office sites are not fixed. Many personnel come to the Municipal Government Office to deal with a large number of interdepartmental administrative services. Traditional IP-address-based or VLAN-based rights control policies overloaded the network and decentralized network management. As a result, the limited number of network O&M personnel need to travel to different branches. Efficiency was poor and O&M labor costs were high.


Haarlemmermeer selected the Huawei Agile Campus Network Solution. The solution helped the city transform its network to accommodate new service requirements. The Huawei solution also provided users with an architecture that can be flexibly adapted to new services, enabling the campus network to be more agile for the government’s Office Automation (OA) and IT services. Key components and technologies included:

  • Huawei S12700 Agile Switches for the core and S5700-LI series intelligent, energy-saving fixed switches
  • Cluster Switch System Generation2 (CSS2) switch fabric hardware clustering technology
  • Redundant, hot-swappable key components
  • Appropriate network access rights, service priorities, and bandwidth that match users’ identities


Huawei’s agile network infrastructure helped the Haarlemmermeer government tackle challenges such as eliminating information silos and simplifying IT systems. Huawei’s solution also:

  • Enabled Haarlemmermeer to use energy-efficient devices and old cables to lower power consumption during migration from the legacy network
  • Automatically deployed network resources and located faults
  • eSight network management enabled the network to proactively adapt to service demands

As a result, Haarlemmermeer was able to build a user-friendly campus network. Users now can connect consistently to the campus network anywhere, anytime.
