Government Agency Video Conferencing

To meet the requirements of modern technologies, accelerate information communication, save both time and costs, and enhance efficiency by smoothly and promptly conveying policies and commands, the Ministry of Land and Resources (MLR) of the People’s Republic of China has established a new videoconferencing system. With the MLR as its center, the videoconferencing network covers the land and resources departments of 34 provinces, regions, and municipalities.

Requirement analysis

The videoconferencing system had to meet current and future requirements for video conferences and training sessions of the MLR. In addition, the system needed to satisfy requirements on investment protection and future growth with regard to network architecture, network applications, network management, and system performance. According to the mid to long term development plan, the system was to be used to establish a three-level videoconferencing network in the future.

As cost savings is high on the agenda for the MLR, Huawei deployed a practical videoconferencing system as follows:

  • In the Information Center of the MLR (ICMLR), a ViewPoint series Multipoint Control Unit (MCU, serving as the core), a ViewPoint series Resource Management Control Center (RMCC, control software managing all devices of video conference system), and a ViewPoint 8000 Gatekeeper (GK, used to register and manage modules and devices such as video terminals and MCUs on the system) were configured
  • In the ICMLR, the main site and the academic report hall were each equipped with a ViewPoint series video terminal; leading group offices were equipped with 30 tabletop video terminals
  • Each of the 34 provincial MLRs was equipped with a ViewPoint series room video terminal and tabletop video terminal. The 25 provincial MLRs were equipped with 13 ViewPoint series room video terminals and 25 tabletop video terminals
  • The videoconferencing system uses the H.323 protocol to support video conferencing that meets the bandwidth requirements of wide area networks. As a leader in providing carrier-class videoconferencing solutions, the videoconferencing system delivered by Huawei to the MLR provides carrier-class reliability, fully meeting the requirements of the MLR on system stability

Results and benefits

The established system assists the MLR in fulfilling its management functions, increases its communication efficiency and management ability, and enabling the departments of the MLR at different levels to flexibly hold video conferences for various purposes (such as internal administrative conferences for communicating policies, business workshops, and skills training sessions). The system also helps the departments to save executive costs, minimize travel, and reduce its carbon footprint.
