Polish Social Insurance Upgrades Network

Background

Zakład Ubezpieczeń Społecznych (ZUS), the Polish social insurance service, has more than 40,000 employees, 43 affiliated agencies, 216 supervision departments, and 67 foreign branches, providing social insurance services for 24 million Poles. 

Their Kompleksowy System Informatyczny (KSI) processes more than 100 million transactions each month and has 40 TB of stored data. The original network covered more than 500 branches. ZUS upgraded the network for multimedia services with data, voice, and video service products and solutions provided by Huawei and its partner.

Challenges

ZUS’s information-based office construction requires Office Automation (OA), information-based management, and information sharing. They needed a comprehensive network upgrade to improve network O&M efficiency while lowering investment costs. The original network faced several challenges:

  • Network resources were distributed throughout Poland, resulting in repeated construction of heterogeneous platforms that were difficult to maintain while promoting information silos
  • The original network suffered low performance from legacy WAN routers and LAN switches. There was insufficient bandwidth to develop a videoconferencing system, multimedia application platform, or Intranet learning platform
  • The original network could not carry voice services and legacy equipment had no Power-over-Ethernet (PoE) feature. It was also unable to support Voice-over-IP (VoIP)
  • The original network did not support WAN data encryption
  • Traditional 10G bit/s multi-mode optical modules only supported short transmission distances
  • Most of the device warranties in the legacy network had expired, resulting in high maintenance costs

Solution

Huawei provided an information-based, multi-service convergence solution with a unified flat-network architecture.

Huawei deployed S-series LAN switches in aggregation and core layers of the network. Each LAN switch supports as many as 480, 10 Gbit/s interfaces for end-to-end, high-bandwidth and congestion-free Ethernet transmission. Huawei also deployed AR-series access routers in the 500+ branches to significantly improve network access. Hardware-based OAM/BFD technology is deployed to enable network failure detection within 10 ms, ensuring quick fault recovery so users are not aware of network faults.

To enhance system security, the solution uses BGP/MPLS VPN technology to isolate services, terminals, servers, and network resources at different levels and departments. The upgraded network has more bandwidth and uses IP PBXs, IPSec VPNs, WLANs, and firewalls to integrate data, voice, video, security, and wireless services. PoE devices use inexpensive twisted-pair cabling for data and power connections, simplifying cabling and reducing investment costs.
