[Shanghai, China, September 18, 2026] During HUAWEI CONNECT 2026, Huawei, together with five RONGHAI Ecosystem Partners jointly released Huawei Financial DPI and National Payment Solution.
Designed to address global financial challenges such as insufficient resilience, outdated system architecture, and low service penetration, this solution adopts a three-layer integrated architecture comprising resilient infrastructure, an enablement platform, and application services. It helps central banks worldwide accelerate the construction of digital public infrastructure (DPI), enhance the resilience of financial services, and promote inclusive finance and digital economy development.
Central banks in some developing countries face three major challenges that hinder the modernization, inclusiveness, and secure development of the financial sector.
First, some countries have yet to establish a unified national-level financial public service platform. Their financial infrastructure capabilities, such as mobile payment, are relatively weak, and the construction of national-level financial digital infrastructure requires further improvement.
Second, the coverage of regional inclusive financial services is limited. In some countries, the financial service coverage rate for adults is less than 50%. More than 80% of financial services are still handled offline. There is a severe lack of credit data for individuals and small and medium-sized enterprises (SMEs), and small and micro financial institutions face high operational risks, with non-performing loan rates remaining at elevated levels.
Third, the core systems of central banks and national-level financial infrastructure in some countries and regions lack sufficient resource elasticity. National payment systems in certain regions frequently experience faults, causing service interruptions lasting several hours, making it difficult to adapt to the development of modern finance.
To address these common pain points and development challenges, Huawei, drawing on its technical expertise and industry practices, has joined forces with RONGHAI Ecosystem Partners to launch the Financial DPI and National Payment Solution. This solution builds a complete three-layer architecture of resilient infrastructure, enablement platform, and application services, providing integrated support for central banks and related financial infrastructure operators to tackle core challenges in system construction, business operations, risk control, and ecosystem enablement, thereby driving the modernization of regional finance.

Mr.Liu Fei, President of Huawei's Central Bank Integrated BU, presented the key value of the solution.
As the key foundation of the entire solution, the resilient infrastructure provides reliable, secure, and intelligent underlying computing power and hardware support for financial services, ensuring the stable, efficient, and secure operation of various financial systems. The enablement platform integrates eight capabilities—API openness, risk control and compliance, platform operations, data services, security operations, O&M management, ecosystem operations, and AI innovation—covering the critical phases of financial institution construction and operations throughout project development, routine O&M, and ecosystem operations. It serves financial operations institutions, financial ISVs, and end customers, helping build an open and win-win financial industry ecosystem. The application service layer focuses on financial service scenarios, delivering diversified service capabilities such as inclusive credit, credit investigation and risk control, mobile finance, real-time payment, cryptographic security, and technical integration, precisely matching the needs of financial services in emerging markets and the upgrade of DPI.
The enablement platform is equipped with an API open center, integrating the core functions of an enterprise service bus and API gateway. This transforms the point-to-point (P2P) integration model of conventional application systems, enabling efficient interconnection of internal business systems while ensuring secure and compliant openness of external service capabilities. This capability can reduce system integration complexity by 70%, support self-service API access, and halve the access period for ecosystem partners, helping build a financial platform that is reusable, operable, and continuously iterable.
The enablement platform features built-in business and resource elastic scaling modules, delivering refined and intelligent underlying resource management. Tailored to the payment industry's characteristics of high concurrency fluctuations and concentrated peak pressures, it dynamically allocates core resources such as computing, storage, and network. While ensuring stable system operation, it effectively improves resource utilization, reduces overall operational costs, and builds an intelligent elastic computing foundation driven by policy, featuring response in seconds and visualized situations.

Gao Xuesong PH.D, Director of the Central Bank Integrated BU Solution Development I&V Dept, HUAWEI, explained the highlights and key applications of the solution.
In segmented business scenarios, Huawei, together with RONGHAI Ecosystem Partners, has built multiple benchmark digital service capabilities to achieve precise enablement for key scenarios.
The next-generation inclusive credit services have been jointly built by Huawei and a partner. Based on Huawei's infrastructure and API open center, the partner application covers the entire credit lifecycle, adapting to scenarios such as personal loans, consumer installment plans, and small and micro enterprise financing. Leveraging integrated business configuration, full-lifecycle intelligent decision-making, and an open API architecture, Huawei helps financial institutions rapidly deploy new products, expand service scenarios, reduce operational costs, and enhance risk management capabilities.
Huawei, in collaboration with a partner, has engineered a public service platform for national credit investigation and intelligent risk control. Based on Huawei's unified digital foundation and multi-source financial data standardized governance, the platform integrates core technologies such as credit scoring, knowledge graphs, and real-time decision-making, and enables unified management of financial data and collaborative cross-institution risk identification. This significantly expands the coverage of inclusive finance and improves the overall operational efficiency of the financial industry.
Working alongside a partner, Huawei has delivered a national-level real-time payment clearing service. Leveraging Huawei's infrastructure, particularly the elastic scaling capabilities of its container platform, the partner can build a unified national-level payment clearing hub. This hub breaks down clearing barriers across various financial institutions, unifies national payment channels, and reduces transaction fees. In addition, it ensures local retention of transaction data, providing data support for look-through financial supervision and driving the upgrade of national payment infrastructure.
Huawei and a partner have co-developed a cryptographic security solution for financial payments. Built on Huawei's infrastructure and enhanced by the partner's cryptographic capabilities, the solution delivers financial-grade encryption and signature & authentication services. Through scenario-specific interface services, it achieves loose coupling between business operations and cryptographic devices, enabling unified management and scheduling of cryptographic computing power. The solution has been deployed and validated in over 200 financial institutions, with service availability reaching 99.999%. The solution's core product, HSM, has obtained FIPS 140-3 Level 3 and PCI PTS HSM V4 certifications, and has completed compliance verification for NIST's post-quantum cryptography algorithms, providing compliant and secure support for global financial payment operations.
In alliance with a partner, Huawei delivers comprehensive digital integration and data governance services. Drawing on Huawei's data analytics product platform, the partner leverages its integrated core capabilities in consulting & planning, intelligent O&M, and open data foundations. This breaks down data and application silos between business systems, revitalizes existing data resources, unlocks data value, and accelerates the digital and intelligent transformation and upgrade of financial institutions.
All parties have jointly developed mobile financial services and established a national digital wallet system. This service helps financial institutions reduce customer acquisition and service costs, optimize users' financial service experience across all scenarios, and activate regional financial markets. It also injects new momentum into local financial innovation and value growth.
