(Huawei), together with Guotai Epoint Software Co., Ltd. (Epoint) and Beijing Seeyon Internet Software Corp (Seeyon), launched the Overseas Government Public Service Solution. This solution aims to combine advanced technologies such as cloud computing, big data, and large models with China's extensive experience in digital and intelligent government transformation, flexibly addressing the transformation needs of different countries to drive digital and intelligent government development overseas.
Fu Haibo, Director of Huawei's Global Public Service BU Solution Development I&V Dept; Zack Lim, Board Director of Epoint; and He Yanxiu, Brand Marketing Director of Seeyon, jointly attended the launch ceremony.

Huawei, Epoint, and Seeyon jointly launched the Overseas Government Public Service Solution
The global digital and intelligent transformation of government services is accelerating, with many countries adopting it as a core strategy to enhance national governance, optimize public services, and improve administrative efficiency. Meanwhile, there are common challenges such as significant disparities in digital infrastructure, fragmented construction of government service foundations, and multiple cloud architectures. In response, Huawei has teamed up with partners to develop the Overseas Government Public Service Solution. It adopts an overall architecture of "1 digital foundation + 3 platforms + N industry applications + 1 unified entry" for coordinated planning and construction, with two core areas of focus on two core scenarios: government services and government office work. This approach streamlines the entire digital and intelligent chain, from citizen services to internal government operations.
In this solution, Huawei provides a computing foundation to ensure the security and reliability of government data. A complete toolchain significantly lowers the barrier for localization, allowing countries to avoid building technical capabilities from scratch. The business platform enables flexible, cellular configuration of service items, allowing for rapid on-demand deployment. The data platform breaks down data silos across ministries, facilitating data sharing to improve service efficiency. The intelligent platform deeply integrates AI with government industry knowledge, supporting various agent applications for both government services and office work.
In the government service scenario, Epoint leverages Huawei's digital and intelligent foundation to deeply integrate localization capabilities, and combines AI capabilities such as large model RAG, knowledge base, semantic understanding, and intent detection to implement Chat-to-Act government services. This reduces processing time by 60% and significantly improves service efficiency and user experience.
In the government office work scenario, Seeyon, based on Huawei's digital and intelligent foundation, creates an integrated collaborative office platform covering key areas such as official document management, human resources, and asset management. This platform enables online closed-loop approval and automated workflows, improving HR efficiency by 60%. Meanwhile, it integrates AI applications like intelligent document processing, intelligent meetings, and smart FAQs, reducing cross-department communication time by 30% and achieving 95% accuracy in meeting minutes generation, fully driving the digital and intelligent upgrade of government office work.
Currently, this solution has been successfully deployed in multiple countries. It has significantly enhanced administrative efficiency and government service quality, providing a mature and reliable benchmark for global government digital and intelligent transformation. Looking ahead, Huawei will continue to work hand in hand with global customers and partners, centering on user experience to continuously drive the digital and intelligent upgrade of government services and office work, opening a new chapter for overseas government public services.
