In recent years, driven by cutting-edge science and technology, we have made great progress in the construction of our policing cloud data center, Big Data, and various kinds of police combat platform development.
Huawei and our police station have built the LTE broadband innovation joint laboratory. Based on voice, video, data services integration, we created China’s first large-scale full LTE wireless broadband policing system. Since last year’s G20 Summit in Hangzhou, Wujiang PSB has received over 200 visits to experience this network firsthand.
We wouldn’t be as successful as we are in developing this innovative policing application over this network without Huawei’s technical support, new technologies and concepts, or the close partnership we share.

Sharing borders with Jiangsu, Zhejiang, and Shanghai, Wujiang enjoys a thriving economy and handles a heavy transportation load, which constantly challenges the city’s ability to deal with emergencies and guarantee security. A minor mistake can easily result in serious and often fatal consequences.
States and requirements for Wujiang Public Safety:
Due to its special geographical location, the city is a ’must pass through’ when Shanghai and Hangzhou hold major international events. Security protection is very important.
There are many police systems providing isolated services and no unified management, such as voice trunking, video surveillance, video Big Data center, and other services.
The analog system provides only voice, without video and data, which cannot match the requirements of visualized and multimedia services.
Build an eLTE broadband Private network
In 2015, the Ministry of Industry had planned 1.4G band for wireless broadband network construction. China’s Communications Standardization Organization issued the wireless broadband trunking standards. At the same time, the Ministry of Public Security for Digital Trunking met in Hangzhou and also had clear direction for broadband development. In recent years, Nanjing, Zhengzhou, Guilin, and other places began to carry out the construction for wireless broadband network, which has shown unique advantages in big event and urban management.
After extensive research and demonstrations, based on actual needs, Wujiang plans to build 114 base stations with a 4G-LTE wireless network, covering 1,176 square kilometers of Wujiang. At present, 61 base stations, a set of integrated command platforms, and an emergency command vehicle have been built. In the first phase, 1,081 multimedia terminals are allocated to handle the command and dispatch, patrol inventory, and mobile dispatch.
Optimize with Customization to Keep Improving Safe City Solution
Wujiang PSB developed a duty command network on the basis of the private broadband network system to meet 110 of the Emergency Center’s requirements for flattened visualization. The issues surrounding transmission caused by the separation of internal and external networks is resolved by moving the 110 command system to the duty command network. Moreover, this was combined with further development of the video surveillance system. By installing a mobile law enforcement App on terminals, the Command Center is able to communicate with officers in the field, relaying real-time situations, locations, and video. This capability enables complete visualization.
Multi-functional ECVs assist in frontline emergency commanding and serve as temporary Command Centers. These centers enable terminal video dispatch during security and emergency operations by visualizing the entire process to improve emergency command capabilities. During the G20 summit in Hangzhou, Guo Shengkun, the Minister of Public Security, inspected the security operations of Wujiang PSB through ECV video footage and was deeply impressed.
Wujiang PSB is equipped with drones to upload video to a dispatch system through customized private network transmission software to access what is happening in frontline scenarios. The real-time conditions can now be displayed on screens in ECVs or at the Command Center.
Due to the low efficiency of offline questioning and the poor portability of hardware, Wujiang PSB connected the private broadband network with the mobile platform to incorporate the new security management system into several multimedia devices. With an ID card decoding system, the devices can immediately perform automatic identification of suspicious personnel. This system compares the identity information of eight kinds of personnel, including those who are on the run, involved with drugs, dangerous, or to be charged with serious crimes.
Wujiang PSB has installed customized mobile policing Apps on multimedia terminals to help officers complete a range of outdoor routine tasks. Officers now possess the ability to fulfill many duties, anytime and anywhere. Recently, they distributed 1,411 mobile terminals for office use, which enable officers to log in to the website of the bureau for accessing notices, new information, and the Feedback Mailbox. Routine tasks can easily be dealt with from outside offices. The 1,081 terminals for law enforcement that were installed earlier now have enabled functions, such as basic information collection, company inspection, traffic enforcement, 110 services, and vehicle inspection, with many more functions still under development.
Since 2016, with the benefits of fast response and dispatch were first enabled by such visualization, Wujiang PSB have arrested 27 suspects and solved 26 cases of seizure and robbery.
During the G20 summit in Hangzhou, Guo Shengkun, the Minister of Public Security, experienced the system as he inspected the security operations of Wujiang PSB through ECV video footage. The system has played a critical part in situation control and decision-making for the security of various national conferences and important international activities.
During the 2016 International Energy Conference and the Tour of Taihu Lake, Wujiang PSB deployed drones to monitor the situation, providing reliable information required for real-time decision-making.
As a result, the efficiency of street patrols and related procedures has greatly increased. The deployment of such a system has produced many great achievements. Frontline officers have questioned and examined over 450,000 individuals, inspected over 80,000 vehicles, arrested 32 criminal suspects, and incarcerated 96 citizens connected to illegal drugs.
