eGovernment Extranet Nets Extra Savings

The national eGovernment extranet is the most important communication network for the development of China’s eGovernment project and the operation of service-oriented government. The eGovernment extranet connects to multiple institutions at all levels such as government departments, councils, and courts to provide data transmission services. The extranet supports network connection, service collaboration, and information sharing to meet the requirements of social management and public services. The network carries public-oriented service application systems and enables nationwide basic information sharing.


Services and organization expansion of the eGovernment extranet brought several challenges.

Non-compatible IT systems

WAN IP addresses in some provinces and cities did not comply with China’s unified network development standards, slowing cross-level eGovernment services deployment.

Inadequate network security protection system

The legacy network security protection system could not meet service requirements because:

  • The network had no unified security protection policy and the protection system was not standardized
  • The legacy network, especially network egresses, suffered from low security protection levels


Huawei provided a state-of-the-art network architectural design for the national eGovernment extranet project. The solution used advanced reliability protection technologies such as Hierarchical Virtual Private Network (HVPN) to enhance information security and key services protection without increasing investment.

The solution provides the following functions:

Isolates departments of different levels

The solution used the Huawei NE80E and NE40 routers to develop the central MAN, backbone WAN, Internet egresses, network management center, provincial access network, and ministry access networks. The solution enables VPNs at all levels to directly access the eGovernment backbone and departments from municipal level and county level, all access to Internet through municipal VPN, and the internet visiting traffic is routed through a special VPN; therefore, internet surfing data streams are separate from service data to provide better security.

Enables department interconnection

The system adopts MPLS VPN technologies to allow for interconnection among ministries at the central government and provincial levels on the horizontal plane. Vertically, it achieves the interconnection inside a department among different government levels. Huawei network management software is deployed to keep the original service model unchanged while upgrading the extranet, and realize service reorganization, connecting departments both horizontally and vertically.

Isolates eGovernment subsystems

The Virtual Private Network (VPN) tunnels are deployed to classify government extranet into ministry networks and services networks. The hierarchical VPN (HVPN) technology separates the ministry networks from the services networks, thereby enabling the system to locate and rectify faults in a VPN without interfering with services outside the VPN, enhancing network reliability.

The network provides network access, application support, and security protection services for government departments, enabling level-based services classification and multi-service bandwidth resource sharing to improve bandwidth resource usage. When an active node or transmission link fails, the system supports the automatic service switch-over within 50 ms, which improves the system stability and reliability.

The stability of the national eGovernment extranet brings confidence in government departments of all levels. The unified platform integrates network resources, avoids repeated network construction, and lowers investment costs. Compared with the legacy decentralized network development mode, the eGovernment extranet project is estimated to cut a total of CNY750 million CAPX and CNY140 million OPEX costs annually.

Social benefits

The eGovernment extranet is the public government network that has the largest number of connected departments and regions. By mid-2012, the network was connected to 33,000 government departments and had a total of 570,000 terminals. The eGovernment extranet helps build a unified government network platform, playing a major role in developing a service-oriented government for China.
